The Ministry of Industry and Commerce (MIC), in coordination with the National Directorate of Migration, put into effect a new regulatory framework for obtaining the Foreign Investor Certificate (CIE), through Resolution No. 0283/2026, which modernizes and simplifies access to permanent residence in Paraguay for foreign citizens who invest in the country.

This instrument is an update to the residency by investment regime, which seeks to attract capital, boost strategic sectors and strengthen the transparency and traceability of investments, without neglecting legal and immigration controls.

A more flexible scheme, more in line with current reality.
One of the main innovations of this new regulation is the recognition of different investment profiles, understanding that not all investments necessarily imply the immediate creation of formal jobs. In this regard, the Resolution establishes four investment modalities, with differentiated minimum amounts:
• Productive investments (industry, commerce and services): from USD 70.000, with the obligation to generate at least 5 formal jobs and the presentation of a business plan.
• Investments through financial instruments: from USD 200.000, without obligation to generate jobs or manage a business, on the condition of maintaining the investment for a minimum of two years.
• Real estate investments: from USD 200.000, intended for economic activities, excluding personal or family use, without the requirement of employment or a business plan.
• Tourism-related investments: from USD 150.000, aimed at the development of the national tourism sector, with a business plan and technical follow-up.

Investments can be made in dollars or guaraníes, at the current official exchange rate, and can be in progress or already completed, provided that the financial commitment is duly accredited.

Strategic destination for investment and residence
Paraguay Investor Pass not only facilitates the establishment of investors, but also strengthens legal security and maintains key requirements such as: verification of criminal records, sworn statement on the origin of funds, controls related to the prevention of money laundering, and periodic monitoring of investments.

Furthermore, it promotes strategic sectors such as tourism, real estate and finance, and positions the country as a reliable platform for access to Mercosur.

With this regulatory update, Paraguay seeks to channel the growing interest of foreigners in settling in the country with concrete investments that contribute to productive development, economic modernization, and the generation of opportunities.
