This Project financed with funds from the Inter-American Development Bank-IDB- through a loan to the Paraguayan State, allowed the creation and operation of sectoral export platforms, to support companies in their foreign trade initiatives under the co-financing modality. .
The Project was basically conceived to contribute to the increase and diversification of Paraguayan exports, and with very specific objectives such as: expanding the exportable offer and the markets served; improve management capabilities in intelligence and commercial promotion, and increase and diversify the exportable supply in the border area.
The sectors served by the Project are primarily the following: food and beverages, textiles, clothing, auto parts and assembly, creative and service industries, biofuels and renewable energy, pharmaceutical, forestry and floriculture chemicals, and finally meat and derivatives. These sectors are in force from the beginning of the project, but can be modified according to the needs and provisions of the highest authority of the Ministry of Industry and Commerce. As an action mechanism, an active participation of the private sector is sought, articulating with the public sector as support, through various activities to promote the project.
The beneficiaries of this project are companies of various sizes from the indicated priority sectors, which for practical purposes are classified as companies with export potential, companies with little export experience and companies currently exporting.
The Project operates in the open window modality, with the first step for applying for a co-financing subproject being the online filling out of a form called Exporter Diagnosis, which must result in a suitable qualification for referral to a sector specialist who work with the company in the elaboration of the design and content of the subproject. This, once analyzed internally for relevance and quality, is presented to the REDIEX-MIC Project Evaluation Committee (CEP), for its evaluation with criteria established in the ROP. The subproject must obtain a minimum score of 3,5 in this instance to be sent to the Inter-American Development Bank (IDB) requesting approval for its execution. The Ministry of Industry and Commerce, through a resolution, authorizes the signing of the Co-financing Agreement between the company or companies and REDIEX, from which moment the execution of the subproject begins.
The financing coverage by the Project varies between 25.000 and 75.000 US$, depending on the associativity and qualification of the companies. The financing modality is by reimbursement, at the end of the subproject and under strict norms of financial technical rendering.
